The newspapers of Metropolis call for the firing of Police Commissioner Kennedy, due to his inability to stop rampant racketeering, by the likes of Butch Moran, et.al. His first three replacements (Larrimore and two others) are all assassinated soon after taking office. The Mayor, Phil Garson, then decides to make Clark Kent the new commissioner. An assassin tries to kill Clark too, but his super powers enable him to survive. The police summon Clark to a jeweler, where they have received a tip about a robbery. Clark slips away to become Superman, then returns to stop the crooks, which are led by Kennedy, the former Commissioner. With Kennedy captured, Clark retires from office and resumes his job at the Daily Planet.

Synopsis for "The Spy B-7"Edit

Spies attempt to photograph a new coastal gun battery. They must escape quickly after being discovered, but they manage to kidnap Professor Dowd, the chief scientist on the project.
Mr. America vows to rescue Dowd. His first stop is Dowd's home, where his daughter Inez is in the process of being kidnapped too. Mr. America stops the kidnappers, but is surprised when Inez's servant Winters reveals himself as the spy leader B-7. Winters then escapes with Inez.
Mr. America questions one of the captured spies and learns where the professor is being held. He succeeds in rescuing Dowd, but Winters has returned to the army installation with Inez. When his secret photography is discovered, Winters uses Inez as a hostage. Mr. America arrives in time to rescue her and foil the spy's plot.

Synopsis for "The Italian Officer"Edit

Congo Bill joins Professor Kent on a visit to the British army post at Tabur, where Kent meets his old friend Major Stirling. The officer explains that an epidemic has wiped out nearly half his contingent, and left his position vulnerable to attack. Stirling's daughter Syble spots a native spy (Mungo, a renegade Askari) leaving the post. She tells Bill, then follows. Bill and Syble catch up to the spy on horseback, but Bill is forced to leave the girl behind during a fight. Syble Stirling gets captured and taken to the enemy camp, where the bad guys do indeed learn about the army's weakened state. Bill penetrates the enemy post, by pole-vaulting over a barbed-wire fence, to rescue the girl. Once inside their camp, he gets control of a machine-gun nest, and inflicts severe casualties. He captures the enemy officer as well, which forestalls any attack plans long enough for the British army to send reinforcements.

Synopsis for "The Baseball Fixers"Edit

Zatara learns that several baseball players are fixing the outcome of games. Using his magic Zatara alters several plays to thwart the cheaters. The players fear they will lose their jobs, so Zatara begins to suspect the gamblers behind the fix are working for the team. With the help of team president Bradburn, Zatara sets a trap for the crooks. When Zatara wins a large bet placed in Bradburn's name, the boss of the gamblers reveals himself as Mr. Kelvin, Bradburn's secretary. Kelvin is then arrested ensuring that the games will be played honestly.
